Magnet torrents stalled until restart

Hello.
Having an issue where if i already have qBittorrent open and if i get the torrent through a magnet link, the torrent will show up sometimes in the list of active as stalled. Pausing and resuming does nothing. If i restart the client, then it begins downloading fine. Ports are forwarded.

I'm running windows 7 x64 professional with latest stable version (v3)

I have no antivirus or firewall software that could potentially conflict with the client.

I have to, this issue.
Have in Linux Ubuntu, Windows 7 and 8 x64.

it's issue because Magnet torrents after restart lost Trackers list and HTTP Sources list.
it's a bug, now need only download with .torrent

backway:

1. remove from torrents list your a broken torrent but not delete the files on the hard disk.
2. add again your torrent but not from (magnet ... it's to possibly) need from .torrent but don't start downloading(look check-box)
3. run recheck your torrent
4. resume downloading

Should have been fixed in the latest Windows release (Was a libtorrent bug with DHT on Windows).
