[processing] algorithm to create COPC files for input point clouds

PR Description:

Description

Adds new algorithm "Create COPC" to the PDAL provider.

This algorthm creates a COPC file for each input point cloud file and can be useful for indexing files before using them in QGIS or when building a VPC.
