QGIS master keyboard shortcut does not work with open and locked table

keyboard shortcuts:
ctrl + a to select all
ctrl + j zoom to the selection
ctrl + t move selection to the top
while ctrl + r works, invert selection

in some cases it works by clicking the icon in others not.

problem also found in 3.4.5 ltr and 3.6

All of the shortcuts and click on the icons work with the exception of "move selection to the top", this tool only works by clicking on the Icon. There is no shortcut named "Keyboard shortcuts" on versions 3.16.14 and 3.22.1 of QGIS.
