What is the bug or the crash?
I have a geopackage with embedded styles, created in the following way:
Drag-and-drop dxf > Package layers (save layer styles in geopackage) > embedded.gpkg.zip
QGIS crashes when trying to open layer styling panel or properties on this layer.
Steps to reproduce the issue

bc60331 on Debian Bullseye
