Error code

Error connecting to service: HTTPSConnectionPool(host='v2-cluster', port=443): Max retries exceeded with url: /geonetwork/srv/eng/csw?service=CSW&version=2.0.2&request=GetCapabilities (Caused by SSLError(SSLError(1, 'A failure in the SSL library occurred (_ssl.c:1129)'))

it was fine in qgis 3.22.x

i did test it with new profile now. was the same issue

Anyway, the "Disable SSL verification" option has been introduced with #36932 in the MetaSearch plugin for the very purpose to workaround this kind of issues...

Have you tried to disable SSL verification as suggested in the comment above? You can find this option in the plugin settings.

Yes I have. Like stated before it was fine in older version of qgis

No it is a internal server unfortunately
