North Arrow Decoration: file selector for custom SVG does not work correctly

What is the bug or the crash?

In the North Arrow Decoration dialog, if I use ... to select a custom SVG, and select one of the standard ('built in') svgs, it works.

If I use the ... button in the Select SVG file dialog to select an SVG from somewhere else (or paste in the path to a file somewhere else), then when I click OK the path in the North Arrow Decoration dialog is not updated. The workaround is to paste the path to a file in the North Arrow Decoration dialog.

Steps to reproduce the issue

See that the path (and the preview of the SVG) was not updated.
