Layer setting - Datasource encoding - UTF-8 twice

What is the bug or the crash?

In the Datasouce encoding value list I get displayed the value "UTF-8" twice.
What is the difference between the two? Is it a duplicate or is the value e.g. UTF-8 with and without BOM?

Steps to reproduce the issue

Select Layer properties
Source - Data source encoding
There is now two times the value UTF-8
