Width field of attribute tables in print layouts only uses locale when being edited

What is the bug or the crash?

When setting a manual value for the field width of an attribute table frame (print layout), the decimal separator of the current user locale is used only during editing.

Steps to reproduce the issue

1. Open a new QGIS project
2. Add a sample vector layer with at least one field
3. Create a new layout
4. Add an attribute table frame
5. Open Attributes.... settings under Main Properties
6. Set a manual value for the column width
