Filling the Raster attribute tables tab with buttons should not be systematic in Layer Styling panel #55501

What is the bug or the crash?

  1. Add a raster layer to QGIS (e.g. alaska_nad here)

  2. Go to the layer styling panel and enable the Raster Attribute Tables (RAT) tab

  3. If no attributes are associated to the layer, you will get the following message:

    The raster layer has no associated attribute tables, you can create a new attribute table or load one from a VAT.DBF file.

  4. Pressing either OK or the close x button at the top of the dialog doesn't matter: you get a tab filled with buttons to create a RAT. This can be puzzling when you have no idea what this is (and there is no way to clear the dialog) and, you may just not have the need for adding a raster attribute table, or you just click that tab by curiosity or error.

IMHO this message box should at least provide way to Cancel the RAT creation operation and not fill the tab with unnecessary buttons. (Or maybe the above message should be shown there in the tab and the buttons would be displayed?).
