Note: This PR also requires the exe loader work based on #4156 to be done first. Could be done to support the batch file but not as nice. |

Thanks to @jef-n merging the exe loading stuff I can now merge this. |

Adds support for jump lists on the QGIS task/start menu icon.
Currently only adds the recent projects list but will also add support for "Configs" as per qgis/QGIS-Enhancement-Proposals#82 to fast load based on a saved config.
Also note there is a Qt bug with Tasks https://bugreports.qt.io/browse/QTBUG-41155
