Allows different techniques to be used for simplification, including the more cartographically pleasing "Visvalingam" simplification algorithm. Fixes qgis#18083
And rename to "Simplify/smooth features". This change allows interactive smoothing of features.

the widget is rather big, and I failed up to now to shrink it down
