Since there's a number of serious outstanding issues with these
tools, hide them by default and show them only if a QgsSettings
flag is set ("tools\showDuplicateFeatureActions").
This allows the tools to be reworked for 3.2, while still
making them accessible for users who require their functionality.

Maybe add a mention that a restart is needed when the setting key is toggled?

Is there any need, given that this is only shown in the ini file and a restart is implied?

You're right, the tip would mostly be useful for IT person(s) deploying a custom .ini, which would not be relevant to switching preference on/off via the advanced settings panel.
