Make all sensible input parameters support dynamic parameters for the native c++ algorithms.
I'd like us to make this "mostly-mandatory" for new algorithms now, and require dynamic parameter support for any future algorithms ported from python -> c++.
(Eventually we should have support for dynamic parameters in all QGIS algorithms.)
