deletes the plugin from the vector menu when unloaded and fix the button to show and hide the dock widget

1.8 also is affected and I haven't found any ticket on redmine! |

The plugin is not deleted from the vector menu when you unload it from plugin manager and the button
seems not to work properly. This patch should fix.
