fix saving/restoring proxy excluded URLs (fix #20933)

Description

There is an inconsistence in the storage format of the proxy excluded URLs in QGIS settings: they saved as | delimited string but when reading we try to read them as QStringList. This PR fixes it by using QStringList everywhere.
