Vertex tool: two more UX fixes #9130

Vertex tool is back again:

  1. use shift + double click to add a vertex without moving it. (double click without shift adds a vertex but requires user to place it - the variant with shift will immediately place it at the place of the double click)
  2. keep selected vertices after moving them (this was always the intention, but didn't work due to a bug)

Obviously this is something that some people find useful, but because
it is not so common it uses shift modifier.
The list of selected vertices was getting prematurely cleared.

Also had to remove a piece of code to select some vertices of the locked
feature (was causing a crash) but the logic seemed wrong anyway
(and there is a planned work on sync between vertex editor and tool)
