Added a function called "reset_register" to replace ResetChannel(register, ...). Consider shifting GST_basis_operations to PEC.

time.sleep(3) was used when I was printing out the circuits to verify if they were correct.
We will need to use the function reset_register() the gate set tomography of basis operations and the PEC workflow.
