Oops, all rotary encoders - new keyboard + demonstrated encoder method

Description

Added a new keyboard named "Oops, all rotary encoders (OARE)" that shows you can read encoder pins A and B from the key matrix provided you have fast enough scanning (~2K+/s in testing).
