Why a re-upload can fix the bug?

That is probably because on current master faq_general.md is currently in GB2312 encoding instead of UTF-8. Your commit fixes it (👍) but it looks like by pure coincidence Travis failed to install moxygen that one time. It's unrelated and all is well.
