module-xml: the WSDL module can allow for invalid message serialization #1713

if a top-level element is required but may be empty, the WSDL module allows the element to be skipped entirely, however an empty XML element should be present in the output XML

This defect is not very serious in practice, since the partner system will reject such messages anyway, therefore the milestone is set to 0.8.13

this was verified with SoapUI and with multi-soap.wsdl which has been added to the #1116 branch - the bug has been fixed there

refs qorelanguage/qore#1713 added a release note for this bug that was fixed in earlier commits
