Keep Layout States on Reload

Issue description

Current layout states reset when the config is reloaded. This becomes an issue when using something like Variety and Pywal to reset wallpapers and theming. When the wallpaper and colors change, all workspaces must be manually reconfigured (resized windows, floating windows, etc.). It would be nice to have those states maintain through reloads.
