show url on Prometehus tile

Describe the bug

There is a "Prometheus" link for micrometer tile that embeds a link to /q/metrics

The Download is more a link in this case and I was thrown of at first why it said download as its just a link so didn't even try it when i was looking to find why/where these data actually are served from.

Expected behavior

I would have expected the Download to be Link or at least have the url shown to the right of the Download button to indicate to the user what we are actually showing to the user.

I think this is handled by the devui component and it makes sense having ability to show the url by default imo.
