On EL9, chkconfig is not available by default but must be installed with chkconfig package if need be (and probably the initscripts package for the script to work). These packages refuse to install if /etc/init.d exists (https://bugs.rockylinux.org/view.php?id=272). Unfortunately on initial install you cannot control which of these packages cdp-listend installs first and if it is cdp-listend, it is impossible to install the other packages, as this package provides the useless /etc/init.d/cdp-listend on EL9.

Is it time to drop EL6 support and simply remove the scripts from the RPM?
