httptransport: remove unused AffectedManifest handler

Previous to the Indexer handler refactor the /affected_manifest endpoint had a dedicated handler, this has now been incorporated into the IndexerV1 handler. Signed-off-by: crozzy <joseph.crosland@gmail.com>
