This commit adds matcher for photon Distro.
I have tested with below scenarios
1)oval doesn't have any new vulnerability w.r.t photon docker image
$ ./cctool report photon
photon ok
2)Introduced a dummy vulnerability by adding oval definition for glibc (changing the url to point to local server url for oval in photon/photon.go )
$ ./cctool report photon
photon found glibc 2.28-5.ph3 PHSA-2020:00248 glibc Security Update. (Important) (fixed: 0:2.28-6.ph3)
