This PR is updating quic-go to the current
masterof quic-go. Usually, we'd wait for the final release, but these are pretty dramatic changes, so it pays off to get them in now. There will be more changes to quic-go's http3 package before the v0.43 release.We'll need to do another update before we cut the next webtransport-go release.
