Shift supported R versions one up. https://www.tidyverse.org/blog/2019/04/r-version-support/:

the current version, the devel version, and four previous versions of R.

Meaning 4.1 (current), and 4.0 (1), 3.6 (2), 3.5 (3) and 3.4 (4). This means to drop support for 3.3. This barely means we don't test for 3.3
