Is this clear in inputs and in plotting?

  • should plotting have an option to compute annual stats on CY vs WY?

#11 handles this. start_month is specified by user, and everything in the disagg and plotting is based on this. Assumption being that if start_month is January, then everything will be calendar year. If it is October, then everything will be WY.
