Work to publish v2 EA docs externally to developer.rackspace.com

Build and deploy v2 docs.

• Enable build
  Update cibuild script to add v2 docs to Travis build. (Merge PR Merge this PR when ready to build v2 docs #93).
• Configure DRC deployment
  Update nexus control configuration to add content repo and routes (Submit PR or request help ).
• Add deliverables to landing page
  Update docs-landing page (Submit PR or request help)
