Feature request: sequence-apply

The racket/sequence module is missing a generic alternative to the apply function on lists. There ought to be a sequence-apply function to complement the existing sequence-map, sequence-filter, sequence-fold, etc.

I'd like to give this a shot, unless someone thinks it's a bad idea. (This would be my first contribution to racket/racket, so I'm open to feedback on whether there's some tricky bit that would make this a bad place to start!)

I think it's a good idea and a great place to start, though I am a bit biased. Happy to help with any roadblocks you might encounter.
