is this correct? I thought FreeBSD only used to work on the OSX builders; is there a doc reference to talk about it?

It has changed recently (see https://github.com/vmactions/freebsd-vm/releases/tag/v1.0.0). The maintainers managed to replace VirtualBox by libvirt and Qemu, so they could get rid of the cumbersome macOS builder and replace it with Ubuntu.
