Automated Submission Flow Troubleshooting

Scenario 1: Changes committed successfully but failed to open a PR

Unable to retrieve default branch: 403: rate limit exceeded

How to fix it:

Go to View all branches
Delete the branch related to the issue (with issue number as the branch name)
Perform null update on the issue to trigger IssueBot rerun
