- Russian time was changed to UTC+3 from UTC+4 recently. This broke the string_to_ext test.

Tests on
4-0-stableare currently failing (for instance on Travis) because the time zone of Moscow/Russia has changed.This issue has already been fixed on
master. Since code changes are still being made to4-0-stable, I suggest we backport these two commits frommasterto4-0-stable, so tests start passing again on the4-0-stablebranch.
