This Pull Request has been created because there was a failing cop for the rails-6-1-stable

Detail

This Pull Request backports the npm release tags functionality from the main branch

Additional information

I opened a pr #47508 to fix the failing Rubocop task for rails-6-1-stable, but there was a remaining failing cop, which triggered this backport.
