Harvester's management of Rancher clusters is partially enabled by Fleet's ability to have two agents deployed in the local cluster #34716 / #531
As Rancher v2.6.1, the Fleet agent in the local cluster now lives in cattle-fleet-local-system. The true local agent runs in the new cattle-fleet-local-system namespace. The agent downstream from another Fleet management cluster runs in cattle-fleet-system, similar to the agent pure downstream clusters #34716 / #531
