Is your feature request related to a problem? Please describe.
UI depends on /v3/norman actions drain, cordon and uncordon entries to both determine if the user can execute said actions... and also execute them

Describe the solution you'd like
Similar permissions and execution functionality in steve, most probably management.cattle.io node links collection?

Additional context

  • UI ticket Migrate away from norman node actions dashboard#10743
  • This will also improve performance. On instances with a large number of nodes the UI needs to fetch all norman nodes to determine if an entry in a node list page can execute the above actions. For admins this may be a very large number
