Update rke2 to v1.21.5+rke2r2 and embedded k3s

Proposed Changes

Now that v1.21.5+rke2r2 is out, master needs to be updated with all the new changes.
This bumps:

• rke2 to v1.21.5+rke2r2, including the stable channel
• containerd to v1.4.11
• cilium to chart version 1.10.404
• k3s to k3s-io/k3s@9c7e871
