Closes #41: Creates 'assignment type' controller

Why:

* Provide controller for Assignment Type API

This change addresses the need by:

* Creating the 'assignment type' controller
* Creating the 'assignment type' resource routes
* Creating the 'index' and 'show' Jbuilder templates
* Creating the 'assignment_type_index' and 'assignment_type' Jbuilder partials
* Creating the 'assignment type' request spec
* Adding uniqueness validation to the 'name' column of the 'assignment type' model
