1. Detections can now be empty (Previously it raised an error with 0 or 1 detection)

  a. Correct a small implem bug (numpy did not interpret bool tensors as bool)
  b. Resilient to offset in tracks
3. TrackMate is resilient to track offset and check that detections are consecutives
4. Propagation/interpolater/EMC2 are resilient to track offset and the video is correctly
   sliced when given to flow propagater
