THIS IS STILL WIP
This PR is swapping the Lando local development environment setup by the one from VIP.
It does abstract the VIP commands and setup in a bash file which in turn is called from the NPM run commands.
Please refer to the README file about the usage.
From my test locally it seems to be working for a single and multisite setup but there are probably a few things to double-check. Also it the database import flow and commands are not yet done. I should be able to complete all next week and test it also with ThedaCare and Bittitan setup.
