build: update Bridge to Kubernetes debugging steps

Description

What this PR does / why we need it:

• Updates the bridge to kubernetes debugging experience outline in CONTRIBUTING.md.
• Adds a KubernetesLocalProcessConfig.yaml file used for download necessary GK client ca cert + azure workload identity token files to local dev setup
• updates _helpers.tpl to add a missing b64enc
