Fix DPI Scaling
This should fix a vast majority of DPI scaling issues.

Fixes a couple of issues with getting the installation paths for running instances of Discord

- Hopefully fix some DPI scaling issues
- Allow scrolling when panels overflow (can help mitigate scaling issues)
- Enable window resizing (can also help those with scaling issues)
- Try to get Discord executable locations from running processes
