Why are these changes needed?
The "release" workflow has been failing since v0.4.0. It seems that this workflow is for uploading helm charts. However, helm charts are released by this manual process: https://github.com/ray-project/kuberay/blob/master/docs/release/helm-chart.md This PR removes the release.yaml workflow, which is redundant.
