[docs] Add examples of new features to contribute #16477

Adds a section to "Getting Involved / Contributing" for examples of new features that can be contributed, with a more specific example for Tune.

Also removes references to Travis in the CI section and updates the flakey tests tracker link.

My main question here is if we should ask other teams to contribute to the examples of features. Right now it seems a little bit empty. After all, it's not only tune features that can be contributed...

@krfricke that was the idea! I am just simply not familiar with other libraries enough to suggest examples for them. I was hoping providing a section like that would be a good starting point
