[air] Fix broken release tests from head node sync deprecation #37613

Why are these changes needed?

This fixes a few release tests that were not originally caught by #37142

Checks

This one was running a smoke test that wasn't really testing anything (running a single epoch, so no failures happen, so it's testing the same thing as the tune_cifar_torch_pbt_example test).

The long running release test already has a duplicate version of this, which actually tests with failures being injected.
