Noticed that CI install times have jumped quite a bit.

From 2m to 4m31s

Due to this issue in bahmutov/npm-install#175
Apparently there is an upstream bug in actions/cache which is causing this: actions/toolkit#1377

TODO:

  • Keep an eye on the upstream fix, and upgrade to latest version when the issue is resolved.
