Since #250 NodeBackendID has 13 free-tagging bits (previously it was 3),
thats a bit excessive but we also don't have a good idea where we would need them atm.

We need to decide what to do with them.

Idea: keep 4 tagging bits, use the rest to increase the size of the NodeID to allow for larger inlined values.
