The RDBoost/Exceptions.h header file has no dependency from Boost and it's not exclusively used by the python bindings code (Java wrappers use it too).
It is also included by several other header files and since it's not installed unless the python bindings are also built, it may result missing.
I would therefore suggest moving it from its current location to the RDGeneral directory.
