CentOS also uses this naming. Also add a Provides with the old name in case something requires that.

Note how the naming discrepancy causes the python3-setuptools-wheel-39.2.0-6.el8 and python3-setuptools-50.3.2-1.el8 to be installed at the same time [1] instead of both python-setuptools coming from the same build.
