Fix for the issue close bot

Changelog

The issue close bot is mistakenly closing issues that use the template. I'm assuming it's because it's case-sensitive. (The bot is looking for "Steps to Reproduce" but the Issue Template uses "Steps to reproduce".) Hopefully, this should fix it.
